Mr. Rosen has served on the Future Link Board of Trustees since 2012. He is a retired partner of KPMG LLP's State and Local Tax Practice (SALT). While at KPMG, Mr. Rosen held several leadership roles, including Partner in Charge of the SALT practices in the Northeast, Mid-Atlantic and Southwest regions. He specialized in complex corporate restructuring engagements, assisting clients with multi-state tax consulting and has 35 years of experience providing value-added tax services to global companies. Mr. Rosen also worked for 12 years with a Fortune 200 media conglomerate. He has a Bachelor of Science in Accounting from the University of Florida and a Master of Science in Taxation from Florida International University. Mr. Rosen is a CPA licensed in Florida and New York.
Ja’Bette Luisa Lozupone is a Montgomery County native. As an educator and mentor, she has leveraged her skillset to build successful programs for Montgomery College and the Ana G. Mendez University System. With the goal of creating opportunities for underserved populations, she has dedicated her energy to advocating for and enhancing the lives of county residents, students and disadvantaged youth—particularly young women aspiring to achieve success in their personal and professional lives—through work with groups such as the Latin American Advisory Group to the County Executive, the American Association of University Women, and the Germantown Alliance. She has served as a mentor with Future Link since 2014 and was elected to the board in 2016. In her current role as director of Achieving the Promise Initiatives at Montgomery College she leads the Achieving the Promise Academy in preparing underserved and underrepresented students for success in college through academic coaching, tutoring, and cohort communities with the goal of closing the achievement gap. She earned her bachelor’s degree in communications and her M.B.A from Hood College in Frederick, Maryland.
Dr. Weiner is a founding board member of Future Link and has served as President of its Board of Directors since 2011. He is a Professor Emeritus of Mathematics, who retired in 2008 after 37 years as a faculty member at Montgomery College’s Rockville Campus and holds a Ph.D. in mathematical statistics from the University of Maryland. During his tenure at Montgomery College, Dr. Weiner served as Department Chair, maintained a continuing role as a faculty research associate in the Office of Planning and Institutional Research, and developed and implemented a college-wide outcomes assessment plan for the College’s academic programs. He was also co-Founder and co-Director of the College’s highly successful Biomedical Scholars Program. Since 2001, Dr. Weiner has provided training and individual consultation to over 200 non-profit organizations in Montgomery County on how to measure the impact of their services. In 2003, he was presented with a National Role Model Mentor Award by Minority Access, Inc.
Julia Rader joined the board of Future Link in 2014. She is a senior level higher education professional with over 20 years’ experience in student affairs, strategic development, career and experiential learning, external relations, and collaborative partnerships. Julia has held numerous roles within the University System of Maryland including Coordinator of the Federal Work-Study Community Service Program, Education Finance Coordinator, and most recently as Director of Career & Internship Services at the Universities at Shady Grove. A former Co-Chair of Montgomery County Business and Professional Women’s (BPW) Organization and Scholarship Committee, Julia was previously honored with their “Young Careerist” Award. Over the past decade, Julia has been passionate about supporting a wide variety of causes and is particularly interested in the causes of student advocacy, building community partnerships, and growing volunteerism. Julia graduated with a Bachelor’s of Arts degree in Psychology from the University of Maryland and completed a Master’s of Science in Management with a specialization in Nonprofit Administration from University of Maryland University College. Julia is also a graduate of Montgomery County’s Leadership Montgomery CORE program, Class of 2014.
Jeff Miller is president and CEO of Jeff Miller Consulting Alliance and brings to his clients unparalleled passion and expertise honed by more than 30 years of entrepreneurial and community experience. He helps small- to mid-sized business owners, as well as the non-profit organizations, create and implement systems for improving accountability, build better teams and achieve financial stability and growth. Jeff’s acumen in helping executives and organizations grow and become true leaders is one of his major strengths and commitments. Jeff also believes in the power of giving back. He serves on the board and is a graduate of Leadership Montgomery (2014), is a past president of the Rockville Chamber of Commerce, past chair of the Corporate Volunteer Council of Montgomery County, and past chair of Manna Food Center. In 2015, JMCA was awarded The Sole Proprietor of the Year Award by the Corporate Volunteer Council of Montgomery County. In 2016, JMCA was awarded the 2016 Community Service Award by the Rockville Public Safety Committee. Jeff was recognized and awarded the Citizen of the Year by the Rockville Chamber of Commerce.

Timothy C. Hampton is Senior Vice President and Chief Operations Officer for the Mid-Atlantic Federal Credit Union. Mr. Hampton is responsible for the financial performance of most lines of business for Mid-Atlantic Federal Credit Union, promoting the Credit Union movement throughout the region, and ensuring the delivery of unparalleled service and value to members while acquiring greater market share. Hampton is a financial service industry veteran with a robust operations background who began his banking career in 1982. He joined PNC Bank in 2006 and his leadership, business acumen, and operations performance results earned him additional responsibilities, including a promotion to Senior Vice President and Director of Operations for PNC Financial Services Group. In 2009, Hampton was asked to lead sales and service for the Philadelphia, Delaware, and Southern New Jersey Regions as Market Manager. In 2013, Hampton was asked to take charge and lead the operations for the State of Delaware were he delivered over $12 million in net revenue and achieved 31% market share. In 2015, Hampton joined the Mid-Atlantic Federal Credit Union as Chief Operations Officer. Hampton’s commitment to community is reflected by his active volunteerism to Junior Achievement, his church, and the community at large. Hampton’s past community service include Ethics Committee for the Mayor of Pittsburgh, Board of Directors Leadership Pittsburgh, and on the Youth Golf Foundation Board of Directors. Hampton received a Bachelor of Science degree in Business Administration and Management from La Roche College. He is a graduate of the Consumers Bankers Association Graduate School of Retail Bank Management at the University of Virginia.
Maximizing potential through targeted career and education supports
Jim joined Future Link in January of 2016. His career began as an educator and coach in the midwest. He was then recruited by the IBM Corporation, initially for a sales position , which turned into a 30 year plus career that moved him around the US. Those moves included stints in IBM finance, product development, marketing and business practices. The last decade of Jim's career was focused on the state and local government business segment. He was part of the original " IBM Smarter Cities" campaign which is still in place today, not just in the US, but internationally. Jim's hobbies include cycling and tennis. He has worked for other non-profits, most recently, the Washington West Film Festival in Reston, VA where he did event planning and fundraising. Jim currently mentors a young professional who graduated from Future Link in 2015.
Yamu Cham is an alumnus and current board member of Future Link. She joined Future Link in 2008 as a student in the program’s first fifteen-week seminar. Post seminar, with support from Future Link, she enrolled in Montgomery College as a Business Major. In 2011, Ms. Cham graduated and transferred to University of Maryland’s R.H. Smith School of Business and thereafter, graduated in 2013. While working at Freddie Mac, she enrolled in a full-time program at George Mason University where she earned her Master’s in Business Administration. Today, Ms. Cham is employed at the National Rural Electric Cooperatives Association as a Risk Consultant.
Dr. Brown has served as a Future Link board member since 2010. She serves as the senior vice president for student affairs at Montgomery College. She is a seasoned student affairs practitioner with over 26 years of experience in higher education at both four-year and two-year institutions. Dr. Brown began her career in higher education at Georgetown University. In 2001, while working at Georgetown University, she began serving as a part-time advisor at Prince George’s Community College. She became so enamored with the community college mission and the opportunity to make a difference in the lives of students that she made the transition to the community college environment in a full-time capacity. Dr. Brown began her career at Montgomery College in January 2003 as the campus and community coordinator. Since then, she has served in several leadership roles, including collegewide dean of student success and associate senior vice president for student services. She was appointed senior vice president for student affairs in June 2015. Dr. Brown earned her Doctorate of Education in Higher Education Administration, with a concentration in Community College Leadership, from Morgan State University, a Master of Arts in Counseling, with a concentration in Student Development, from Trinity College, and a Bachelor of Arts in Liberal Studies from Georgetown University.
Marilyn Balcombe is the President /CEO of the Gaithersburg-Germantown Chamber of Commerce. Marilyn is actively involved in land use planning, transportation and economic development. Her primary focus is bringing jobs to the Upcounty. In addition to Future Link, Marilyn Balcombe is currently on the Board of the Arts & Humanities Council of Montgomery and a Past Chair of the Committee for Montgomery. Marilyn is also on the Leadership Group of Montgomery Moving Forward. Prior to being at the Chamber, Marilyn was with BlackRock Center for the Arts in Germantown as the Executive Director during the construction and the first year of operations. She was also on staff at the Upcounty Regional Services Center as the Community Outreach Coordinator for the Germantown community. Prior to her work in the community, Dr. Balcombe was an Organizational Psychologist with the U.S. Department of Energy. She holds a Ph.D. is Organizational Psychology from the University of Tennessee, Knoxville; a Masters degree in Mental Health Counseling from the University of Florida, and a Bachelors degree in Accounting also from the University of Florida.
Leigh Henry is a founding member of Future Link, Inc. She is an attorney and the managing member of HIP Projects, LLC, an apartment management and hospitality firm. She is Chief Inspiration Office for Barking Mad Café, which is located at 239 Spectrum Avenue, Gaithersburg, MD. Since 1999, she has worked with her husband Peter J. Henry and a team of talented professionals to entitle and develop Watkins Mill Town Center, a multi-modal, smart-growth mixed-use development in the heart of Montgomery County, MD.

George is the founder and CEO of TBH Consulting which provides accounting and financial reporting advisory services to public and private companies. Prior to launching TBH Consulting, George had more than 29 years of experience in public accounting, including 18 years as a Partner. Most recently, he led Ernst & Young's (EY) Financial Accounting Advisory Services (FAAS) practice for the Northeast region. Before leading the FAAS practice, George was an audit partner at EY. George previously served on several boards including the Aerospace Industries Association, the Northern Virginia Technology Council, including a two year term as Treasurer, and The National Center for Children & Families, including five years as Treasurer.
